GENERAL SUMMARY/OVERVIEW STATEMENT:

Manage and supervise engineering team(s) and/or perform staff engineering functions requiring the highest levels of engineering management, design or applications' skills. Responsible for management of medical devices from conceptual project and budget-planning through acquisition installation and maintenance, including establishing new programs. Supervises and performs incident investigations, solves technical of highest degree of complexity. Educates medical and technical staff at levels up to complex theory of system operation including development of educational programs. Organizes quality improvement activities, suggests innovative solutions to complex problems, introduces new technologies for consideration. May supervise other engineers or technicians.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

Note: The term medical equipment may be either or all of electronic, mechanical and computer-based technologies for use in clinical or research applications.

1. Responsible for the leadership, management, direction, evaluation, and personal and professional growth of Clinical Engineers (CE), Associate CEs, and all levels of Biomedical Equipment Technician (BMET).

2. May serve as a team or project leader. Responsible for ensuring the quality of testing, maintenance and service of medical devices and the thoroughness, accuracy, and organization of service documentation.

3. Manage clinical device acquisition for clinical departments. Negotiate with manufacturers for conditions of purchase, e.g. , technical and medical specifications, cooperative development relationships, system support, costs of installation.

4. Manage project team(s) in the development and implementation of new technologies for patient care with degree of complexity equivalent to requiring the highest level of computer applications' tools and some development tools.

5. Communicate to manufacturers about problems with medical devices; ensure appropriate response.

6. Act as technical consultant to the medical, nursing and other staff as required. Ensure that medical and technical personnel receive appropriate training and education in the operation of medical technology.

7. Manage, participate in and develop educational programs for clinical and technical staff.

8. Manage and participate in investigation of technical aspects of clinical incidents where patient death or injury did or could have resulted and a clinical device was involved. Prepare and file required hospital and regulatory reports.

9. Communicate to manufacturers about problems with medical devices; ensure appropriate response.

10. Maintain knowledge of and advise hospital personnel of codes and regulations regarding clinical devices and support facilities.

11. Develop strategies for management of technology in assigned clinical areas or technologies. Participate in development of department operating and capital budgets. Recommend and implement ideas for cost-effective technology management.

12. Report to department leadership changes in the operation, funding, organization, direction and personnel for medical engineering activities.

13. Serve on standing and ad hoc committees responsible for management of patient care and health care technology.

14. May be required to provide on-call response to administrative, management and/or technical problems

15. Perform other related duties as required.

QUALIFICATIONS:

1. MS in Clinical Engineering, Biomedical Engineering, Bioengineering or related engineering discipline required. BS and equivalent experience acceptable. CE certification desirable.

2. Minimum of five years experience in hospital-based engineering.

SKILLS AND ABILITIES REQUIRED:

1. Advanced skill in management of engineering projects and/or personnel

2. Ability to diagnose and solve technical and/or system problems of high degree of complexity

3. Knowledge of electronic, mechanical and/or computer engineering design and applications' principles

4. Computer literacy to the level of at least word processing, spreadsheets, databases, graphics, statistics, engineering tools and programming at level including programming of applications.

5. Human relations and interpersonal skills of the highest level as necessary to manage an operational team in a complex environment; ability to interact with hospital personnel of all levels of training and education.

6. Skill in technical writing

7. Skill in technical presentation and teaching

WORKING CONDITIONS:

May work in clinical or repair facility with exposure to biological contamination, e.g., blood, and hazardous electrical or mechanical energy, e.g., high voltage. Occasional lifting of heavy objects, typically not exceeding 75 pounds/person may be requested.

SUPERVISORY RESPONSIBILITIES:

May manage or supervise other technical staff including recommendation for hiring, taking initial steps in corrective action and recommendation for dismissal

FISCAL RESPONSIBILITIES:

1. May manage portions of operational and/or capital budget with authority for approving overtime and expenditures up to $1,000 within approved budget but without other approval.

2. Prepare capital and/or operational budgets for approval by department leadership

3. Ensure accurate preparation and documentation of service and purchase requisitions within sphere of responsibility
